What is "The Silly Season?"

Hi everyone,
We are approaching "the silly season" as we get closer to the end of the year.
Maybe you have heard of this expression before?
If you haven't, this is the meaning.
According to the Merriam-Webster dictionary "...it is a period (as late summer- maybe spring in Australia which is from September) when the mass media often focus on trivial ... matters for lack of major news stories."
It can also be "a period marked by frivolous, outlandish or illogical activity or behavior" hence the photo!
I have heard this expression "the silly season" to mean the Christmas and New Year period.
What do all the other words in bold mean?
