As for me, I had studied English for many years in Japan. But I could not speak English at all even though I knew grammar very well. 
This will happen to many English learners in Japan because we don't have enough oppotunity to use English here.

Then I applied an post-graduate course and studied Translation for one and half month in Australia.
I read, wrote, listened and spoke English A LOT every day. Especially for speaking, I listened local people's conversation carefully and picked thieir words as much as possible and just copied them when I talk to someone. That is how I got English actually.

Japanese is the same, I guess. There are many grammar rules, but honestly we hardly use the sentences in the text book. So the best way to be a fluent Japanese speaker is just to talk with native speaker as much as possible and pick their words from the conversation. Through the actual conversation, you can know what kind of vocabraries, nauns, verbs, adjectives are trully necessary in your life.
